What is the difference between the higher and lower rate?

Short answer
The lower rate (£76.70 a week) is for help needed by day or by night. The higher rate (£114.60 a week) is for help needed day and night, or for someone nearing the end of life.

Nearing the end of life
Under the special rules, for someone not expected to live longer than 12 months, the higher rate applies and the usual 6-month wait is skipped.
