Short answer

Attendance Allowance is only for people who have reached State Pension age. Someone younger with similar needs may be able to claim Personal Independence Payment (PIP) instead.

Why age decides it

The two benefits cover similar needs, but Attendance Allowance is reserved for people over State Pension age - you cannot claim both for the same needs.
